Mr. Wilkins may have poisoned children and was killing them but the fact he gave out candy to Sam was him still following tradition. Everything else was none of his concern.
Also note that each story represents Halloween at a different point in your life. The kids were about the pranjs/trick or treating, the teens/wolves were about the sexual side of Halloween, and the old man was the cranky of people who think they are too old for it.

Great anthology movie that is actually[unlike many that prentend undead= Halloween] themed to Halloween. Its great how they interlock the stories without a narrator explaining or interrupting the stories while putting them not only in same universe but neighborhood.

The kids stop by the principles house, and this is the same time that Sam begins attacking the bus driver. The kids head off to the lake, and there whole thing takes place in the downtime of the principle getting ready for his r@pe/k!ll night, and the werewolves are getting costumes. Sam ends his altercation with the bus driver, and heads to the lake. The kids are eaten by the bus kids, while the one girl escapes. Sam watches in glee. Shortly after this time, the principle is being picked up by the werewolves and being eaten, while Sam gazes at this carnage. The end is actually the beginning of the movie. The werewolf girls almost hit the weird girl who left the kids to die, the principles son is doing his thing, the bus driver is being killed by the bus kids, and then the couple arrives. She puts out the jackolantern, which is bad luck, then lets her husband go watch porn. Shes killed by Sam. Then her husband finds her." So this movie was very good it was very underrated it should have been in a time ago so the story behind Sam is that he's an actual ancient spirit that took the form of a kid he's only there to make sure you represent and celebrate Halloween in a good way The old man is the bus driver from where those kids died so they came back to kill him

To answer your question, no unfortunately there is not a Trick R Treat 2, but the director gave his annual Halloween update the other day saying that the sequel is in “active development” but he has been saying that for years now so who knows if we will ever get the sequel but I am praying that we get it!!!
