It's just a disconnect, looks like it was probably for an air compressor or something. There is probably a hole in the disconnect that used to have another wire out of it, that went to equipment. They used the conduit that goes to that disconnect to run 120v outlets out there also. So the back and white have always passed through the disconnect and always been 120. That other black and red were the wires that fed the equipment and are 240v. The other end of the wires are in your panel. Probably not hooked up.

Then continuity test them to see if they are still any good. I'd like to have a few 240 outlets throughout my garage to future proof it since I'm insulating and adding plywood.
