IGN Gave These Two Games The SAME Score, Why?

After finishing Dragon Ball Sparking Zero and watching IGN's review, I found myself disagreeing with their score of 7. Given the strong fanbase and positive feedback from players, their rating feels far from reflective of the actual quality of the game.
It reminded me of when IGN gave a similar score to Dustborn, raising a bigger question: why does IGN often seem out of touch with the gaming community's opinions?
