I live near a rock company in Oregon. This sounds like miner's talk. First part: "Are we clear to det?" Short for detonation. Can't understand the rest but, the alarm would be a warning alarm before they blow the charge.
I can only really clearly make out the girl, but I can kinda hear the guy too... - Female: "Mine control to Michael; are we clear to det?" - Male: "Sure am. You can go ahead" - Female: You guys have already cleared the area, right? - Male: "Sarah, ok" then continues to talk as the Siren Sounds ... I've a background in audio engineering. I'll try and clean this up more and figure out what the guy is saying later.
The explorer did say this shaft was connected to a vertical shaft in back. Someone at the top of that shaft could play manipulated audio down the shaft and at the bottom where he was it would still be loud. Whether he was in on the hoax or not I'll leave for the reader to decide.
Any explanation to this? Could it be supernatural echos of the past? A nearby mine that is still active? Ghosts warning Frank to leave? Hmm, or maybe some secret facility hidden somewhere in the old mine and they'll play that audio to scare off trespassers. I see no PA speakers anywhere or anything else nearby that could make that noise.
Sounds like supernatural echoes of the past, a woman asking if they are clear to detonate, then some inaudible speech is heard from a male, then the warning siren, in the video there was mist and a chain was swinging by itself, and after the warning was heard the guy in the video said there was a blast of cold air, which when you add it all up seems like an explosion taking place, in my mind is solid evidence of paranormal history repeating itself over and over, weather it be faked or not it still makes all my hairs stand on end
He did say, towards the end of the video, that, one of the the hanging chains, were swinging by itself, while the others were pretty much still. Then, he said there was a negative energy effect around him, and a slight blast of cool wind, before the sounds. Explain that?! Could be the supernatural warning him to leave!
Hey man on that video you took this audio from there is another segment where you can hear a woman talking at 6:34 do you think you could also look into that if you haven't already? People already picked up on it but can't quite make out what's being said.
I do believe that what you are hearing are residual sounds of the place when it was in operation back then.. Definitely in my opinion!!! Paranormal!!!!

Ok Joke aside, that is a ridiculous "theory". In my mind, the question is if Frank's ghost videos are faked or not. I'll take a very close look with special software processors in the next few days and see if I can find something substantial
