I already did that background in ppt but I have done it 1 by 1 adding of shapes and used the transparency for every shapes.. but uve done it in much easier way.. thanks!
Select the big blue rectangle first, then CTRL and click all the white rectangle one by one then do the subtract. It worked for me, I saw it from @islam6138 comment.

What is the trick to avoid repetition of the picture when putting the dashboard background into the excel sheet? Anybody knows?
I have created same like you but when I am selecting it as a dashboard, it does not fit perfectly.
Use dashboard size as 1600 * 900
The same layout everytime is a good thing ??
As long as it is meeting the requirements of the customer it is fine
