He’s most definitely alive. Precarious situation or no, Billy had over a day’s worth of experience dealing with these monsters, and he should absolutely be aware of the fact that they have a presence in the mountains, as he most likely escaped into the Ecliptic Express in a similar way to STARS Alpha Team and how they went into the Mansion.
Plus he had years of experience as a high ranking military soldier, he was way more trained than Leon, wesker, and Chris during these events. Of Billy survived and kept his skills sharp being a survivor and a veteran he could arguably be more trained then leon still
I cant imagine any of the main Resident Evil cast members who are able to survive countless battles and bosses to just die in the woods to a few B.O.W.'s, Billy included. I do really like the Nemesis theory, as it gives a nice connection between the characters and the games, and is an ironic twist of fate with the hatred of S.T.A.R.S. members. But as fun of an idea as that is, Billy likely survived and is just chilling somewhere, forgotten from future stories like a few other one off characters, but appreciated in the moments we did have with them.

This was pre 9/11 after all, security would have been much lighter. The bigger question isn't whether or not Billy made it out of Arklay Forest, considering Capcom was considering doing a Rebecca / Billy CGI movie once upon a time; it's whether or not Billy escaped Raccoon City before the outbreak happened.

Personally, the love the fact that Billy’s radio silence for 20 years has sparked this mystery. And at this point I hope it remains this way. Maybe the remake will add some nuance to this whole thing…Give some more insight on his whereabouts and path through the forest.
It's metaphoric in the end of Zero...Rebecca says "Lt.Billy Cohen is officially dead"...it's not just dialogue it's foreshadowing...he's dead. He didn't make out that Raccoon forest.
From a narrative perspective, the most likely scenario is that Billy is dead, because it's been 26 years and multiple games in-universe and he has yet to appear, even as a zombie. That being said, the fact that Capcom has never confirmed a fate for him means they either forgot about him or they totally intend to use him again, just... later. If he had been turned into Nemesis, Mr. X, or another Tyrant, they would've confirmed it by now. If they intend to use him later, I think the issue is that he got put on the backburner due to Chris, Claire, Jill, and Leon just being more interesting. They've barely used Sherry and Rebecca since their games, and Ada is usually an Easter Egg. And then you have Ethan Winters, who is kind of a blank slate but that makes him a great self-insert for players. Billy just got overshadowed.

i think billy just made it to a neighboring city changed everything about him. from his name to his look covering that tattoo of his. just not getting involved, he survived and got his closure.
Perhaps he found that abandoned hospital from Outbrake 2 - located in the Arklay Mountains and fell victim to the Axe Man killer that was running around it looking for new victims
If a Resident Evil Zero Remake exists and makes its way, it's because more of the story will be flushed out and possibly the disappearance of Billy post RE0.
I think that billy is still alive he was strong enough to survive the whole resident evil zero and the couple boss monsters and he was smart so I think he might of knew that sooner or later that raccoon city was going to be no more and he might also knew that raccoon city was going to be over run by zombies and monsters so he avoided going to raccoon city and plus he was wanted so he knew not to go to the city so I think that billy left the state or out of the country where people were looking for him so he went somewhere where nobody knew who he was but maybe he will make a return to a new resident evil game but by now he has to be a little older like the others
tbh i prefer to believe he made it out in the ''Survive'' outcome and i have a potential scenario for it: After Billy Cohen gives his Dogtags to rebecca and they seperate, he walks off into the forest, eventually coming across a campsite where a bunch a family of campers got consumed by a pack of cerberus and left to become zombes, Billy both disgusted and seeing an opportunity, picks up a rock that he uses to sneak up on each zombie family member and smashes them over the head with it until all are dead, seeing it as a way to put them out of their misery, he does take one of the family member's clothing that fits him and their ID, then he pick pockets them and gets the key to the car they came with, and since he is on the run, he decides to be a wandering drifter, going from town to town, state to state, in order not to be recognized by authorities. and to make sure his ''K.I.A.'' status stays solid, who knows, he might even rename hmself.

I also had another thought maybe the baker family helped him by giving him a ride somewhere because the baker family was visiting raccoon city before the zombies and monsters attacked and they were hiking in arklay woods I believe because they have a picture of the arklay woods on their wall in their house on resident evil 7 and they were known for helping people I think before they got infected and turned into crazy monsters so they had to of met him at some point maybe and probably billy met the old guy too from resident evil outbreak 2 he lived in the woods so he had to of known the whole area like a book he probably got directions from him so he could get out of the woods

Billy was Nemesis. The Zero strategy guide said that only certain people have the physical fortitude to become a Tyrant. Billy was most likely heading to the Spencer Mansion to be cloned. I bet Umbrella re-captured Billy and infected him with the T-Virus and Nemesis parasite.
Could’ve happened, you know in Re1 when Wesker was with Alpha team at the beginning? Yet in RE0 he’s in the laboratory all game. The point I made in the video was that Wesker probably saw Rebecca enter the Spencer Mansion, and that was his cue to hunt Billy down (He knew that Billy was on his own)

What happened to Billy Cohn has been a mystery debated for years. Finding out what really happened at the end of The Thing would be detrimental to the film as a whole. Sometimes being left to wonder what happened is better.
The original 3 games have the only non disposable characters it seems like they can't make any new worthwhile keeping characters in the series other than the og cast 🤷🤷🏿♂️

they could work him in as some sort of dlc to the remake of 5, having him track down his former commander who framed him, settling a score.
