Often, the use of moves that increase evasion are either frowned upon or banned outright, but moves and abilities that only have it as a niche occurrence (Moody, Acupressure, Z-Flash) are more acceptable to players (as those require either RNG luck or, in this case, burning your Z move *and* an item slot). It's much harder to deal with an opponent with raised evasion (except for a few niche moves) than it is to deal with your own decreased accuracy...even forcing them out usually requires an accuracy check (Red Card will do it, but requires the holder to be damaged by an attack...and that only slows Clefable down, since it only takes two Flashes to be equivalent to Z-Flash).
