Highly doubt potential matters, levels might matter though, particularly for Cantabile since you don't want to overkill with her. You can delay the Texas deployment for killing the centre left guy until Ling's skill is available, that should make that easier if yours is lower levelled.
I have no idea if a lower levelled Ling would work... She probably can, I think this is primarily more about hitting the enemy fast, not necessarily dealing damage. This does however require Ling's module to be upgraded just to be able to deploy more dragons.
The dragons are eventually put in the mud right by the red boxes just so those six guys going on the top and bottom lanes don't slip through, there's one Ling + Texas skill use that catches the first wave of them.
If you bring a fourth unit with good range, you could end this slightly faster as I had to wait for that one Ember to finish spawning, get blocked, and then hit a couple times, making it spawn faster would be ideal but I think you'd need more operators for that (A sniper behind Ling maybe?)
If you want the medal, slap down one of the trust farm ops on the tile behind Ling when you're nearing the end, you'll have more than enough DP for it, Puzzle can do it right out of the box.
