If I want to change my element, do I need to remove the element or not?

I am on mobile and it is not letting me upgrade. Must I put in the sprotect and sfusion as well?
It is a lvl 27 uncommon weapon

just click upgrade. not Safe upgrade. , its free safe upgrading up to +3.
