The constitution stipulating no more than 2 terms was only implemented in March 2013. After that, Mugabe only ran for presidency once (July 2013). Had he remained in power and been reelected in the 2018 elections, his two terms would have ended in 2023 and the constitution would not have allowed him (if he was still alive) to go for the last elections
