  • State regulators are about to make a decision on an important change to many Californians’ electricity bill.
Whether the proposed change will raise or lower your monthly bill depends on how much money you make - and who you ask.
The California Public Utilities Commission (CPUC) is the state’s regulator of privately-owned utilities. Those include Pacific Gas and Electric (PG&E), which provides power to millions of people stretching from Santa Barbara County up to Humboldt County. Its coverage area includes publicly owned carve-outs, like SMUD in Sacramento and Roseville Electric, which are not regulated by the CPUC.

California energy costs are already some of the highest in the country. Most of the time the CPUC just rubber stamps PG&E's rate increases. It's a racket. Some other states actually have can choose their utility company.

It shouldn't be based on income it should be based on usage.

the California franchise tax board should not be giving private tax return data to the cpuc, rather if someone is low income they can submit an application demonstrating they meeting the requirements to get a lower fixed rate. and the fix rate should be lower for everyone, maybe $1-$2 a month unless you make $50 million a year in combined earned and unearned income. We need to quit taxing the low and middle class, and reduce taxes for small businesses as well and corporations that create jobs. Also if you're renting you likely use less electricity so won't see any benefit to the reduction in the rate so this fixed cost will increase your bill if you're low income.

Why is the fixed fee income dependent? At the most, it should be tied to the capacity at the Electrical Service Drop, similar to how water meter charge.
