How do I get the steel tubes up to the roof? Is it safe to weld in the snow?

A telehandler would be a significantly better option than a tractor if you're planning on needing anything more than very very occasional access. Love your tenacity, and the project in general, but it's not worth taking risks that could jeopardize your health. Better to wait and do it in a controlled way than go over the edge God forbid.
Happy New Year and good luck with the weather up there!

Another fantastic video and well done for getting the beams up and onto the roof.
The conditions really don't support any safe construction currently, in my opinion.
If you are putting in a battery storage solution with your Solar, perhaps you could get that it installed (sorry if you already have one) and then charge from off-peak mains or from portable solar, until the weather improves?

WOW that's risky the only two roof mounted solar panels are Red Poppy Ranch & Red and April off grid with lots of detail ..
    Hope all goes Well 🙏
