Let me elaborate,
Here's a single Caesar quick assuming double Skadi plus Bride vs Craps art using double Tamamo plus Bride and crit on the card. There's no Crocea Mors proc on Caesar while there's overcharged Arts Def Down applied for Craps.
Caesar: 8497 x (1.12 x 2.08) x 2.16 x (2 x(1 + 2.4)) x 0.23= 66.8k
Craps: 12840 x (1.4 x 2.3) x 1.55 x (2 x(1 + 0.06)) x 0.23= 31.2k
That's a very large difference which only grows larger if Caesar is fully amped up (start chain with buster, procs on Crocea Mors, CE Atk stat, additional grail & Waver buff).
Twin craps damage outside NP is non existant, they pride is only in their consistent NP damage, outside that their damage is a joke.
It takes NP5, grails, full fous & mlb BG to match a grailed & Fou'd Caesar's damage with a free CE.

They wanted to tax FGO, but without a representative body in Vietnam, the game cannot be properly taxed so they removed it from the store. You can still download the game from external sources, but you won't be able to buy SQ with money so no more whaling.

Im a big fan of historical culture but i never hear this figure in my life. Im gonna definetly read this characters lore but, in my opinion there are tons of popular figure in history deserve to being in FGO i hope they should care this fact and getting more interesting figures. For the record, Lê Lợi, appears in Fate/Grand Order x Himuro's World: Seven Most Powerful Great Figures Chapter from 2017, as the first Vietnamese servant.

Ho Chi Minh is honestly too sensitive to choose IMO. If they got it wrong the game's pretty much dead in Vietnam, which while not exactly a fatal blow by any stretch is an unnecessary risk.
