    NCR is really just the personification of "a jack of all trades, master of none, is often times better than a master of one", that's why i do say they're the best option so far. Like sure other factions can outclass them in the areas they're specializing; BoS has the technology, legion has the safe road, the followers have the ethics, but NCR is still "passable" in all areas while the others fail.
    Sure NCR have had hate crimes but those are also ILLEGAL CRIMES with mutants being legally protected citizens.
    Sure NCR has corruption but it also has a full legal system where even the Rich Elite have to keep their crimes hidden.
    Sure NCR are expansionist but they also have to have settlements agree to be annexed and places like Novac and Primm can chose to remain independent.
    Sure NCR care about it's people more, but they also opened up two refugee camps and were even trying to offer aid to Freeside as well.
    Sure NCR.....is actually pretty misleading tech-wise, like we mainly just seen them using quantity over quality equipment and scavenge tech in the Mojave but NCR actually have Vault City's medicine and implants, full industrial capabilities, the OSI doing scientific research, transportation like trains and Bear Force One, and even NCR city has a functioning post-war built power plant.
    But honestly the "R" in NCR is their biggest selling point because republics can change, like the whole "It's good for NCR to lose the Mojave so they can focus inwards" idea is built on that fact. sure the writers of the next game (or TV show) with NCR in it will determined if they change for the better or worst, but as long as the people are voting for their representatives in free elections the goverment will have to answer to them.

      NCR is dead. In my opinion I think he over underestimates the stability of monarchical states and empires.

    If someone could take over the institute, and make corrections for all the terrible policies and things they did in the past (No more replacing people with replicas, Treating Synths like people instead of robotic slaves, better public relations, using Synths to clean up the wasteland, etc) it could do a lot of good.

    I never played fallout 2, but I believe the followers of the apocalypse were previously very integrated into the NCR.

    I disagree with putting Mr. House so low, especially since the Mr House ending has humanity back in space after 100 years, so I would put him somewhat higher, and I would put the Enclave lower because who’s to say that their virus wouldn’t kill everyone, as after living 200 years in a radioactive wasteland, would there still be anyone without DNA that hadn’t been mutated to some extent. Potentially exterminating humanity puts them lower on my list significantly. Other than those two, I pretty much agree with the takes on the rest of the factions.

      Mr House and the Institute are High Key the best chance for humanity.
      Like by far the institute is controlled by a few leaders with one president, they can change their plans at any time

    My problem with the minutemen is the same problem everyone else sees in them. They lack infrastructure and a proper chain of command. Ya they make a complete 180 in fo4 but thats because of you. Without some kind of backing and further enforcement from some form of a centralized government I feel like theyre doomed to repeat the same mistakes at some point or another after the sole survivor passes away. I actually always saw it this way ncr would be the main political body, brotherhood would be the bodies standing military, the minutemen would take the role of law enforcement and the institute would keep doing what theyre doing what for the betterment of humanity as a whole.

    If you're going to take the Enclave into serious consideration, you also need to take the Master's plan into consideration as well.

    The Institute (Dad) stated that they could not save the people of the wastelands because they all had genetic damage, and therefore, their "codes" were corrupted.

      That's an interesting thought. Though in fallout universe wastelanders are still able to produce children that don't look like brahmins. Who knows, maybe if Fate is kind and they get lucky with Genetic Lottery, wastelanders would evolve and adapt to harsh environments to the point of prosperty, proving Father wrong once more.
      Ah, if only FO4 had better writing so that we actually could debate with Shaun like you could in Obsidian games with Master or Ulysses... Well, guess there is a reason why most player always go Taras Bulba on Father every playthrough...

    Then Enclave or Brotherhood. Same generation for security. Because the bulk of people would try to rule via feelings instead of facts like a more authoritarian rule would do for a good 5-10 years.

    Also the Ncr wasnt there to stand up for the salt of the earth people unless those people benefited the NCR, typically in a financial manner.
    The minutemen are a little too blank a slate to say if they could work long-term becuase they have no clear identity or ideals that would set them apart from another organization but would easily be subsumed into another org.
    I play them as a communist mutual-aid network but someone else could do the exact same things i do but have the headcannon that they play a tyranical dictator as the General with no mechanical or dialogue differences between playthroughs

    I think house is better than the institute though as he is actually able to do diplomacy with other factions meanwhile the institute runs a foul of every other faction in the commonwealth.

    I usually side with the brotherhood just because they are militarized and a trained fighting force that has air power thats a combination of things you would need to control land or a society. The other factions simply are not strong enough, ig the enclave is but they seem more like nazis and sure the brotherhood does some questionable things but they genuinely want the best for the world I think. Like in Fallout 4 maxon seems to care about the Commonwealth and the institute is clearly the enemy in which they want to destroy.

    I disagree with your take on the Enclave, even if the modified FEV they planned to use in fallout 3 worked there is no guarantee at all that it would continue to only affect mutated DNA. In fact, it's much more likely with the continued radiation around that there would be those who resist it, and then become immune and pass on that immunity, perhaps even making it deadly to unmutated DNA, completely doing the opposite and killing off all 'pure' humans left.
    With how resilient some species are to radiation like ghouls or super mutants its more likely that some would survive and essentially become carriers to a super virus that could be even more deadly than FEV.

      Good point, and that’s even assuming there are that many people left after 200 years in a radioactive wasteland to have unmutated DNA. The virus could end up killing everyone even if it didn’t mutate.

      I think this might actually be the worse analysis I've seen on fallout factions like he never talked to a single npc or explore any of the actual game lore the legion comparison to raiders and drug addicts and the brotherhood of steel comparison is the past west coast brotherhood of steel even under maxson they are still distributing clean water to the capital wasteland and after they defeat the institute they safeguard diamond city and run patrols and checkpoints you don't do that if you're just hoarding technology and leaving. The legion is rebuilding the roman empire their traders even remark how safe the roads are for travel in their territory they are building a society albeit a brutal one but still an active civilization not a raider gang.

    The way I see the railroad is that after the institute is destroyed they either splinter apart or completely disband.
    Bad writing for FO4 factions aside I usually ally with the railroad simply because they are the least inclined to want to rule over people.

    The NCR would not accept the Minuteman as they stand. By the time the NCR got to Boston, it would have been compleatly tamed by the Minutemen. It would be an independant nation. NCR would either make a "treaty", until they had enough forces in the area to make a go of it, or offer them statehood.

    So... your argument about Railroad getting an "F" because the synths could be dangerous, quite literally applies your "A" tier factions as well, as the only reason this conversation exists is because humans are dangerous, so much so they nuked the world, despite knowing full well what the consequences would be. I get why people make the argument, but I bought into the idea of "we can't let synths go free, what if one of them becomes a raider/look one became a raider", when you know, 99.99% of all the other raiders are human. Basically, they're sentient beings, which means they'll do anything any other sentient being would do, good or bad, now throw in their low numbers, inability to procreate and being as easy as to kill as regular people and they're actually less of a threat IMO.

      Okay but the fact they put their own lives above humans is a problem because, they are repairable and rebuildable, the railroad is only worried about synths, not rebuilding society or anything of the sort

      Considering the railroad only cares about synths and first thing after you help them is kill the institute and the brotherhood. One of them with a nuke? Not to mention any synth that stays loyal to the institute is automatically killed along with any humans that helped them? Yea. They are bottom tier

    The problem with the Brotherhood if you want to see humanity as a whole progress is that they just keep all the shiny gizmos so the shiny gizmo cannot be used against them, and then the brotherhood will "negotiate" the terms of their continued living with that gizmo they just stole.

      They do share tech, even back in Fallout 1 the canon ending has them sharing tech with the towns. There's no evidence of them stealing either, that's a misconception that comes from New Vegas, but if you do Cass's quests you find out the Brotherhood are innocent and were framed by the Van Graffs.

      people with big guns dont ask for permissions.
      it is canon in fallout 4 that they stole rivet city's energy core to power prydwen, they returned to the old ways of the former brotherhood while hip-hip-hooray fellows like danse still seem to think its about saving people.
      they might even believe in the mission, but they are ready to do terrible things for that.
      the brotherhood basically shoots one class of people a little less and that's why they are better than the enclave.

      @@JHenryEden Chris Avellone recently had to come out and explain to people that the Brotherhood was never written as the bad guys after the tv show came out, because the writers understood people would look up to the faction. He also said he doesn't recognize the Brotherhood as it was portrayed in the show. I can't link it here, but it's in his blog on Medium, you can read his 2 part review and his comments about the faction there. Side note about the power supply on the Prydwen, it was not taken from Rivet City, it was taken from the wreckage of the mobile Enclave crawler.

    One thing that always erks me in fallout communities is when people say democracy failed in the fallout world. It didn't, because don't forget not only was America at war with a communist authoritarian dictatorship which as at very least 50% of the blame, but the American government wasn't really even a democracy anymore and had secret rulers in the enclave. If anything it was the more that America and other countries went away from democracy that the world blew up

    Caesar should be much higher.
    I think your understanding of him as a mere brute or warlord that we would see in places like Congo, is not really accurate.
    A major reason for why Caesar is following his path of aggressive expansion is not due to him wanting more territory, but to produce something entirely new out of the Legion. Legion for him is like a milestone or more like a foundation which, with the proper molding can be made into something that is worthy of sovereign dominion over the Wasteland. I think this fact alone puts him at the top of the picks for Mojave.
    Also, a fair point regarding the NCR should be attributed to Mr. House -- "if you want to see the fate of democracies -- look outside the window". It is an inevitability that democracies crumble and fall -- let alone in a setting like the Fallout universe.

    Mr house and the Institute are by far the best hope for humanity.
    Institute may seem bad but synths are really a tool even if they are sentient.
    Rebuildable and repairable makes them more expendable then humans.

      The Institute killed off The head of a family and replaced him with a synth so they could use him and his family as free labor to test how to grow their giant pumpkins. They are not all that separate from the FEV enclave in regards to how they treat people.

    The Enclave is getting way to much love.IMO. How can the arguments used against the Institute and Mr.House not apply to them as well.? Also a ideology based on the primary premise of "general purity" history tells us hasnt faired too well.
    The elephant in the room is ,by all manner of metrics, the Enclave is by all measures the identity of National Socialism.

    In real life Vikings and Germanic raiders went from That to Kings and Queens.
    Normans were Germanic Raiders at first,

      That would be vertical. It's an ultrawide at 3440x1440 scaled to fit 1920x1080 since youtubes end screen options don't work at that resolution.
