There are tons of subtitled old North Korean movies on RUclips. On the other hand channels like the Chongryon-run elufatv upload tons of KCTV programmes (tv drama, movies, propaganda, cartoons, etc) which you can watch with auto translation.

North Korea does actually take on outsourced animation projects for other countries and they are good at it. They also have people who apply for legitimate jobs with foreign companies, they get hired, they do their work and get paid. The regime takes most of the cash.

However, I'm not convinced of that.
If anyone ever finds it do watch Six Martyred Ministers, it's a North-South collab historical drama NK has a couple other historical dramas but nobody's ever subbed them so I can only tell you they're mostly biopics of common historical figures

The TV logo says "Choson" in Korean Hangul script. "Choson" was the name of one of the old Korean kingdom dinasties (1392-1897) and they consider to be their heritage.
1897 was the date when they become Japan protectorate, before being absolutely annexed in 1910. Therefore the 35 years until Japanese empire was defeated, was just a hiccup in history.
There is absolutely no doubt that the citizens that actually get to watch this stuff feel like it’s first tier technology. And it actually is in that nation.

Transit from analogic PAL (yes, they used PAL since their first engineering contact was the Soviet Union) to current digital DVB-T has been very done recently in ~2019.
So most of the TV sets in the country should be still analogic, probably still cathodic ray tube, which was interlaced 576i and 50 Hz.
In the US they formerly had 60 Hz signal, so resolution had to be reduced to 480i to maintain the same bandwidth.

I have to wonder if North Korean TV ever shows any of the movies made by Shin Sang-OK. For those who don't know, Shin and his wife actress Choi-Eun Hee were kidnapped by the North Koreans for the purpose of making movies and revitalizing the North Korean film industry for Kim Jong-Il (they did later escape) Some people say they were never kidnapped, that they staged their disappearance from South Korea. However, I'm not convinced of that.

NK has a couple other historical dramas but nobody's ever subbed them so I can only tell you they're mostly biopics of common historical figures
