You don't need anything specific to be honest. Its hard to tell what brushes are "best" since for some basic circle will rock, and for some ultra weird brushes will do the trick. Go to digitalbrushes.com and search for what you like!

It doesn't show the split complimentary and all the other color harmonies (like in the small little circles above the main wheel in your video). It only shows the main wheel and the HSB regulator. What can I do?
Yooo - to be honest with more "gaming" monitors you don't really have to worry about it that much. If it does look normal for you - it should be fine. Having to much of any color will feel off. Check your artwork on phone (it will be much more saturated usually, especially on the reds), different screens if possible, and just see what you like best. Sometimes local printshops can lend you a calibrating device (like Spyder 3), but for example for laptop screens I found they are quite useless xD For .jpg and .psd preview - colors will change juuuuuuust so slightly due to compression - I wouldn't worry about it. Other programs like Windows Image Viewer or however it's called, or Irfan View can have different settings to preview the images - and it will result in different contrasts. So long story short - don't worry about it. If it looks fine in PS, it is "ok" :D You can start worrying about the screen settings when you are going to print massive amounts of stuff, but then usually the printshop will send you their specs to calibrate your screen to their machines.
when i open "new document" there isnt a eleborate screen with multible presets just basically everything that is on the right at 2:23, it looks like im using a older version of PS even though im using the newest. Any help ?
Most likely in the top right corner you have the small "window" looking icon. In there you can choose a present, or make your own, by selecting what you need in "Windows" tab, and then saving it in the top right corner, previously mentioned icon.

Right click on the screen, select all the brushes you want, in the same window in the top right corner there is a gear icon, click it, and export selected brushes, .abr file :)
Not really, but it's definitely worth getting SSD, and installing it on SSD. Nowadays 500gb SSD is not really that expensive, and it will definitely speed up everything. + It's less prone to failure than HDD :D
Don't worry about those, just go with the 8 bit. If you don't have the most high end monitor you can have, you wont be able to display those properly :P
Im not sure what do you mean xD If you want to use it legally - then you have to go to Adobe.com, choose the subscription that works for you, and well, the page will guide you :D

There is a setting for the color wheel build in PS. View - Color - top right corner with ||| but horizontal, and there is a color wheel option :D

It was a paid addon, now it no longer works xD PS has it's own built in color wheel that is much less capable of showing all the info xD

Ctrl + alt + shift + k should open a shortcut settings, or go to Edit - Keyboard Shortcuts on the bottom of the list :)

Yup, Wacom Intuos M. With [R] button, you need to have graphic procesor box checked in prererences->performance->advanced :D

When I pick color from reference images (from color picker)and put on canvas it does not look similar to my reference why ?
Most likely on top you have selected the option of "point sample", instead of "5x5 sample" :)
