Jeff isn’t going around testing limits. He’s testing whether these people are trained and educated to respect people’s rights or violate them. They failed entirely.
Some of them, perhaps many of them, probably know that they have no lawful authority to do it. But they (or their political masters) do not like to see panhandlers, so they bluff and threaten and try to get their victims to willingly give up their rights. That probably works most of the time. Especially on homeless people. Once they see that Jeff knows the laws, the ones that know they have no lawful authority tend to back down. It is only the ones that truly think they have the authority to do it that keep pushing.

Actually, Jeff gave up a fair bit of information. His first name, his decade of birth, and the fact that he knows the laws and the police codes. Yeah, we need to start lobbying state legislatures to pass laws that say, if police or any other government officials violate your civil rights, YOU can bring criminal charges against them.
