Seeing the cleaning part I can really recommend the parrot sand for anywhere that is a container like the inside the aviary. Not only it is easier to clean as the budgie poopies do not get to stick to the floor or anywhere else but it can be sifted through to remove the droppings and used again. And it helps the birds with their foraging needs if you throw the seeds down to mix with it. They also eat it and get a good and healthy source of grit for their stomachs. I buy vitamin and seashells enriched sand and my boys love it. They also like to just play in it when inside their cage or at their playground. :)
In Russia there is information that sand is harmful to parrots. They do not need to grind food into a goiter, because they chew it with their beak. And sand can harm digestion. But here the information is often satisfying.

I talked with my avian vet about it and she said the seashell enhanced sand is healthy for them, it gives minerals and also keeps their toe nails shorter.

Bean and the Cats leave the birds alone when they are flying though the house! Yes we live in a house full of harmony in our Noah's Ark! As much as I try, I cannot get my budgie to eat anything but seeds. I have tried lettuce, apples, even peanut butter (all natural, nothing but peanuts)
Mine are like that, try getting them on to a mostly pellet based diet. Mine still won't eat fruit or vegetables but at least they're getting a more balanced diet from the pellets

It took about a week to get them to eat pellets after eating nothing but seeds their whole lives
