Did you turn the UV 82 back to high power setting before the outdoor test? I got one and from inside my house (brick & mortar) I can listen to our harbour tower and the ships in the bay, ranging from about 4 to 7 miles. Most of my use is less than 5 miles and work very well. Haven't done more specific longer distance testing.

The Retevis RB85 is a beast on the stock antenna also...I got 1 mile inside house to house with crystal clearity...I've seen stock RB85 get a solid 3 to 4 miles without using a repeater in urban areas...
No its not. Mine packed up working in a heavy shower. So I invested in a handheld that was IPX7 spec (submersion for up to 30 minutes at a depth of 3 feet) and haven't looked back. After languishing in my draw for some months I got my Baofeng UV82 out and it started working again. So a useful spare for dry weather use.
I bought mine 2 years ago. No issues, works great, unlocked it and programmed it with chirp. I also installed a Nagoya NA-777 antenna.

To be fair your in a faraday cage im surprised the less powerful unit worked i would suggest going lutside and retesting
Maybe sql was high on uv82?
Did you ever switch back to high power or was it still on low from your settings change?

Do you have to program it? Or can you just use it from the get go?
You need to program you channels, but very easy to do manually on the radio - use the instruction manual, or plenty of help on RUclips.
