- Today im playing no services Challenge, objective is to get 10.000 inhabitants in the city. This is very hard challenge just to get to 10.000 people im playing 3 hours non stop. Because of the constant disaster like fire and epidemic, making my city economy not stable and i have to loan to build more road and zoning infrastructure.

i just got the achievement. some more useful tips to make this even easier:
1) play a city in easy mode.
2) DO NOT click the rank as you level up. this way you only get fires and pop up for police.
3) you can remove debris with remove zone which cost 0 money instead of the general remove button
4) if you build farms in 3x3 next to roads in a grid, it forces the game to make them the highest building with 12 workers and keep jobs for everyone. you can force some population growth with manual build with residential.

Fun note : solar panel does not requires road acess, so you can place it anywhere you want and at least it connected to yer city with wires

Pro tip: Place dirt road on a burnt down house instead of bulldozing it. Saves you a ton of theons
