Cats chirp when they see see something they really really want, they literally cannot contain their excitement. Down side is if they don't get it then they get kind of sad I think at least in my experience.

This is universal cat-talk meaning: I love those birds so much, I could eat them...
Not only is it "I love those bird so much, I could eat them..." it's also "...and give me half a chance and I WILL eat them"!
I once was at a party where someone accidentally trod on the tail of a Burmese kitten...the mother turned around and saw a Newfondland retriever (the size of a small bear) sniffing the kitten to see if it was alright...but the mother cat thought the dog had messed with the kitten. What happened next looked like something from a Jackie Chan movie and the dog was completely bewildered. I have admired the fighting skills and raw courage of these cats ever since.

If you listen closely as they translate you begin to understand the language they use in animal crossing. It's usually the users set language but dubbed at a different speed

@@BadBoyBobby85 nah its the letters of the alphabet in high pitch (so it reads out the letters really fast after each other in a high pitch)
All I can think of is that they must get a super adrenaline rush when their natural predatory instincts kick in, thus the chattering.
That might be part of it, but I recall hearing that the motion of their jaws when they chatter like that is the same as when they clamp their jaws down on prey, so it's a kind of daydreaming / frustration thing. Sometimes cat do the jaw chattering without the meowing --- I think the cats in this video are meowing when they do it to ask for human's help, since cats most commonly meow to get the attention of humans.

My Russian/Manx mix chirps at birds and anytime he needs clearance from the floor over your entire body, including your head when your sitting on the couch so he can sit behind your head to look out the window. He never misses and never scratches your face. He chirps to let you know what he's about to do. He also chirps when I'm lying on the bed and he's on the dresser wanting to jump on the bed or me. He always gives a warning chirp. Though vicious and hates strangers, neighbors and most of my family he seems to have better manners than most people and quite a bit smarter too. Russians are deep cats, they have souls. There is something really unexplainable about them.
Those eyes are terrific
I can tell what kind of birds our cat is watching by his response. Songbirds are chirped, crows get hissed and hawks are glared at silently with ears down & tail slowly swaying. He's an indoor cat.

My cat does the exact same thing (His name is Oreo)
And one time when we came back from a wedding, I opened the door and then a bird flew right past my face, It was in the porch, And then a little while Oreo came and chased the bird away, Like it was his dream he has been waiting for. xD

My cat is a bombay (cross between these type- burmese- and an american shorthair) and when I don't follow her to what she's trying to show me she lets out this long, mournful, full on human HELLOOO? lol. And they normally have very cute singsong voices, so it's extra weird and human sounding to hear.
This was cute with the music and all. But it takes a whole new meaning when you play other music.... like the jaws theme.... =b

My cat caught a squirrel once and ate it.. Six hours later he was vomiting all over the house.. Learned his lesson though next time he just killed one and didn't eat it😅
I had a cat who used to catch and eat flies. The first time I saw her do that, I wiped it out of her mouth. The next time she caught a fly, she ran across the room with it in her paw where I couldn't reach her and chowed down.
My cat has caught lizards & tries 2 eat them but we chase him & try 2 rescue them from his jaws, lol.

I've been a proud owner of many cats through out my entire life and I've never understood why they chattered...
what I guessed, though, is that maybe they are trying to lure birds and rodents in by sounding like a bird or a rodent.
They probably do it because they're curious or trying to communicate.
Your guess is good, they are vicious hunters after all. They want to lure them and eat them heh.
As far as I’ve heard, they make a sort of chattering sound when they’re irritated that they can’t get something that they want. Dunno if that’s true tho, may want to fact check that.
