I am neutral and wouldn't shoot down India lightly but the four points put forward by the speaker is well researched and borne out by statistics, news and facts. As a retired professional engineer, who have worked in India before, it is factual that India has exceptionally large number of failures and collapse in dams and bridges. The poor quality of construction and low standard engineering could only be a consequence of inadequate technical knowledge and that is largely related to the standard of education. One example I offer is a 145-years old footbridge designed in Victoria era and left behind by the British called Morbi Bridge, in Gujarat province of India, was renovated and released to public on 26 Oct 2022. It collapsed a few days later on 30 Oct 2022. The pedestrians were seen jumping up and down to have fun with or to test the bridge and caused it to fail and killed 135 people. On the India able to provide so many CEO in the software companies it is also factual that India and China have comparable students to study overseas. While the China has an average of 20% staying overseas on graduation with 80% returning back to China the ratios for Indians are 80% stay overseas and only 20% returning back to India. Until China that has become a unified country over thousands of years with a unified language India today is still a collection of states many of which have own languages. English only way to communicate with each other if the person isn't illiterate. Thus India different from China with its citizens a lot less patriotic. Living in Europe I can verify there is always a large contingent of Indians in every countries and most of them will never leave because they would not give up good life to help to build India. Thus in UK there are Indian in the British government and the PM is a Hindu too. In US the Vice President is also an ethnic Indian. Participating in other country's politics is extremely rare for the Chinese people many of them regarding living overseas as being guests and China is their real home. That is not common for the Indians. Another fact that can corroborate my view is India is the country that receives the most remittance from overseas. The level of remittance has enable India to run a trade deficit for decades. In fact the level of India's annual deficit is closely similar to its remittance receipts which means India only buys from outside when it has the extra foreign currencies sent by its citizens overseas.
