We probably seen Mischievous Light all along without notice, we can see it during Seek chase in floor 1&2, Dam Seek in floor 2, and when you use Crucifix againts bigger entities (like Seek, Figure, Grumble) you noticed the chain and the symbol started as blue then become red and release the entities
I theorise that the red light likes a challenge, modifiers are basically all chalanges and gives you extra knobs but the ones which makes the game easier give you lesser knobs, the red light in seek chase indicates the danger zone and encourages the player to run for their life or die, the crucifix turns red on bosses because red light likes to make situations tense, i'm pretty sure guiding light has enough power to get rid of bosses. There aren't any dialouges for red light therefore we don't know much about his personality

Blitz was talking to Cerious Light to intoduce herself to the player. Since Blitz can't talk to people, she talks to a star once the player dies.
