Helldivers 1 had "Helldive" as difficulty 12, with 3 levels beyond that! The higher difficulties came in updates iirc. I think eventually we'll see harder missions in HD2 as well.
It does a sizeable chunk of damage but I don't think it will outright kill all of the bots (depending on difficulty maybe). It might also destroy factories over time. Best thing about it is that it's an Orbital (immune to anti air defenses that stop Eagles) and it has a short cooldown.
