He wasn't at his peak.When we see Toji in Hidden Inventory Arc he already had retired and was actually living a peaceful life with his wife and child Megumi. Then, wife died and he lost faith, going again to the business of killing.
THE ONLY TIME we see Toji actually fighting like he would at his peak is when he enters Dagon's domain, because he had a new body, full of energy and he wasn't himself but more like a wild animal with all of the Toji's strenghts and knowledge, but with freaking beast behaviour wanting to kill.
Toji at his peak would prolly crush Maki, or maybe they were equal but i think Maki had it easier than Toji and also Toji had best weaponry + experience + knowledge of his heavenly restriction first than Maki.
She's just a queen!

She’s a savage killed everyone except her cousin left him to be killed by Maki mother which is more fked up because Maki didn’t waste her energy to kill him the reason is it would be a waste of time and she knew already she would of won the fight so she left him to be killed by her mother in the most brutal way getting stabbed in the back. Maki didn’t have to kill the whole family tree but she had no choice they were coming after her and would most likely hunt her down for what she did to her dad.
Actually… she didn’t know that her mother killed Naoya until himself told her, she thought that killed him, but she didn’t used enough of her strength
