No, but he can only pardon Federal crimes. Given how recklessly unlawful Hunter’s lifestyle has been, maybe some State can find something to nail him for. But as far as ever forcing Joe to be accountable, it’s not going to happen, at least not in his lifetime. I believe some of the truth will out, eventually. But he’s already gotten away with the most easily prosecuted crimes with the documents found that predate his term as President. Every single one of those is a separate felony, under Title 18, Section 1924, punishable by up to five years in prison.
