Putting families in desperate situations is far more harsh. Arresting, beating, killing and putting innocent people in prison is far more harsh. But the difference is, police get paid and praised for what they do. They initiate the process by making contact, often times for no legitimate or purposeful reason other than to harass or abuse their authority rather than serving the public and protecting individuals rights. After 20yrs between being a state trooper and very big city cop, third generation, I've seen things most folks only imagine, yet it happens often throughout most all agencies. Some just outright racketeering and need to be shut down.
Why aren't the six Officers who issued those citations sited for infringing on the Rights of those pedestrians. Those Officers KNEW the identification law applied to drivers only. Every State in the Union has similar laws so it is inconceivable that the six Officers were ignorant of the statute.
