Braun still holds Bessarabia which is Romania's core but so does Swimmy since he has Transylvania. If they're on par with relations, they should be at equal speed unless Braun is behind in diplo tech compared to Swimmy or boosting influence on everyone around him as well

For people wondering the reason Braun wasnt getting influence in Romanian was due to Bo having 100 influence in Romania and was still investing. When you are capped on influence you start to remove influence of other nations. Braun only started gaining influence once Bo was no longer at 100.
