The real secret is that they are real life friend from a long long time. Korone hosted Okayu in her house in a hard moment of Okayu's life, and their sleeponvers together are always a joy.
On the streams together, they use discord for the voice chat and hololive tech for having the two avatars together. Usually in the collabs they are in their rooms, except when is a 3D collab (they need to be together in the hololive studio for that) or a explicit off-collab (usually when some hosts the others in her house, Coco and Marine have done that many times for example).

7:25 each girl is provided an iPhone X which runs the motion capture for their avatar. This is then sent over their wifi to the streaming PC where I believe it's just added in as a source in OBS. This is why if you watch through the Hololive without context series, the clips of Sora often come about from her iPhone falling over and causing havoc.

Personal favourite: Festivaluna (i recomend the videos "matsuri and luna talk about their feelings before Luna 3D debut" ) No one has reacted to this two and its such a shame their friendship is the most beautiful one in hololive if you know them both from long ago

Okayu and Korone aren't just friends. They're the best of friends. Korone and Okayu knew eachother before joining hololive and actually applied together, they've been friends for a really long time. They also knew Mio before joining hololive, not sure about their last genmate Fubuki though. That said, this video misses one of their dorkiest and best moments, the into to their first 3D collab together. T, T T, T T T T!
as to how they can get two or more moving avatars on screen. cover firstly focused on vr tech and their models motion capture uses the iPhone's dot projection camera to do face tracking, this cuts down on the bandwidth that has to be used since it doesn't have to send full video between each user and instead transfers only motion capture data, this way they can render multiple users each from different places without bogging down their internet connection or their computers.
Korone's movements in 3D are graceful. She could give Aki a run for her money.

In case no one else has explained this anywhere else for you: the "T T" or more specifically "tee tee" (てえてえ in Hiragana) is a term used for cute and heartfelt moments between 2 people, most often used in idol culture, and that's basically what they're kinda making fun of here.
