I think you forget the MW05 heavy suv driver. They seems have a special model (from what I recall). But is absent in Carbon.
Also undercover has different cop models inside depends on car. Excluding the Nissan GTR and 911 cops.

Undercover has State Patrol & Rhino Unit as well. I think you forgot those 2 since you only showed the civic cruiser. Though the Super State & Federal Units use the same face model as the player.
