Hey, there are two ways to get an arrival card: 1. If you have applied for a visa approval online then the srilankan govt provides a link along with the approval email. So you can tap on that link and fill your passport details, where you’re staying and flight details and submit the same. Within 5-10 min of submission, you will get another email with your arrival card number. 2. If you haven’t applied online then you have to fill the card upon arrival at the airport and right before immigration, there is a counter where you can get this card and fill it up. Pls keep a blue pen handy.
You may take a bus till RTO and change another bus, or take an auto or cab. I would suggest you take a direct cab or auto to airport as it’s 45 min journey.
