That's called squaring up to an officer, and here in the States gets you handcuffed real quick. I see they were de-escaling the situation as not to cause a scene among all those people.
I wouldn't call it de escalating so much as backing off. Not even close to the correct course of action under the circumstances. The 2 officers were intimidated and showed it. Never should have been allowed to simply walk away following such aggressive and bizarre behaviour.

And that's a good thing because there were dozens of people there who came to visit the place, not for a show of law enforcement effectiveness. Second, they restrained their aggression according to the threat, anyone can identify a simple guy "lost in his ideas" from a real aggressor and a real threat. In the end, the officers' actions proved correct because everything ended well, the guy left and everyone went back to their business.

The posturing man turned into a pussycat before my very eyes......😅
There are times like this that I'm glad you guys film there and I could tell obviously that you were keeping a close eye on him too. You should have told them that you filmed him taking out paper or plastic bags and it looked like he was trying to scare the horse's that's even more dangerous!!!!
