    All-Purpose Flour 100 gms
    Cornstarch 100 gms
    Black Pepper, ground ½ tsp
    Water 1¼ Cups
    DIPPING SAUCE
    Vinegar, white 1/3 Cup
    Water 2 Tbsp
    Salt, iodized ¼ tsp
    Garlic, minced 3 cloves
    Black Pepper, cracked ½ tsp
    Sugar, brown 1 Tbsp
