Mega Man Killers technically aren't Robot Masters, they are special robots. Also, Stardroids such as Mercury are not Robot Masters. Dr. Light, Dr. Wily, Dr. Cossack. They made the Robot Masters. Dr. Wily and Dr. Light made special robots, too, not classified as Robot Masters so they would not be blown to bits. All 8 bits! XD
