I think that Dutch is being mostly genuine, but to increase his chances of Arthur not questioning or blaming, he uses his speech skills to make seem that there was nothing he could do.

ur looking too much into it with too little proof, dutch might indeed have done wrong by arthur here, but there isn't enough of anything to go by it
