I would change a few things for my own personal : i would make the downstairs bedroom/bathroom a bigger for older loved ones with a wheelchair & walker. I would make the up stairs female's closet bigger, maybe take sq foot from the hallway or another place. Overall I LOVE the layout, especially the kitchen/dinning room and up stair's bathroom.

Does Toll Brothers sell their plans to homeowners who are outside of where Toll Brothers build so another builder can construct?

I don't like the formal dining room in the entrance. Plus no breakfast room separate from the family room. And master bedroom downstairs is sad. Various of their models are all like that.
They always look the same, where is the character.
