- In NYC building alterations can be filed as an Alteration Type 1 or Alteration Type 2 with the Department of Buildings for a building permit. An alteration Type 1 or Alt 1 is an alteration that results in a new or amended Certificate of Occupancy (CofO). An Alteration Type 2 or Alt 2 does not. An Alt 2 does not allow for changes in Use, Occupancy, or Egress.

I would love to know your thoughts on basement use. For example, a 3 story building + basement with one apartment on each floor. The lowest apartment wants to become a 2 story apartment by adding a stair into the basement
You have to be careful with the use of term basement. Do you mean basement or cellar? These are 2 different things.
You’re right. My terms were incorrect. 2 stories plus basement. Basement apartment becoming a 2 story apartment by using the cellar space.

Is replacing old bathroom wall & flooring tile an alt-2 ? I also hv to repair only a very small portion of the cement board near the tub. My condo neighbor filed a complaint. N the DOB inspector want to inspect the noise I made .

What happens if you aren't going up vertically and instead doing an extension in the rear?
Same story its usually Alt1. Extension vertical or horizontal follows the exact same rules

Adding a floor to anything is always an Alt 1.
I wonder i have a cellar that has bathroom and kitchen but also two rooms that have no windows only the room that leads to the egress door extiding the backyard with a door 25W×42H ,now i want to get a , C O for only one room that have window and egree with big door full bathroom and kitchen .
