This video, right here, goes against what Toby wanted Deltarune is different, Toby knew from his experience with Undertale, that people would do this. *he even had some text that asked people to not do this Toby heard our challenge, that we would find every secret, and he said game on. Eh, I don't think this is enough to prove an intentional connection. The only two similarities are that it's a distorted laugh that changes pitch, which is a very good way to make a laugh sound strange/unnatural. Toby could just have wanted to make Spamton NEO's laugh sound creepy, and done it using techniques he'd used before. The pitch shifts seem to line up because making the shifts too frequent or too infrequent and/or shifting them in a different way won't create the desired effect.

I'm inclined that's more just clutching onto similarities of things than anything, to be honest. The laughing in both cases is, I'm pretty sure, just cut up sections of FL Studio's default text-to-speech synthesizer presets made to say "hahahahaha", and I feel like it's just that Toby happened to do this thing in both cases lol
It's at the very least intentionally a similar style, I don't know why people are so focused on "ok but did he MEAN it" to make a connection when like, it doesn't matter? We can still make that connection, as it denotes the author, Toby, trying to invoke a similar feeling.
I don't get why people are making such a big deal of abc_123_a being connected to anything like Gaster, It's probably just a message to hackers so they wont leak stuff about the game in the files. (Which still didn't stop them)
I literally address in the video that abc_123 isn't necessarily a Gaster connection, but even so it's not unfounded. There's plenty of reason to believe Toby actually put that message in as a test to see if people would find it, or even decided retroactively to connect it to Gaster and kick off the whole arg around him. The exact fact that the message didn't work in the slightest is evidence enough for that, not to mention that the Wingdings text blips are made form cut up pieces of abc_123
abc_123_a is not gaster, not spamton, nobody. It's Toby telling us to stop telling people about secrets in the game files. That's why it always appears on the top of the files.
