Youre in a good place.. youre feeling it youre winning the game.. and then you just lose to a 1 shot... thats rough.
Kind of like widowmines in your mineral line.. 1 undogable emp.. a bloody nuke 😂. Its tough being terran honestly

Things are supposed to be frustrating for Protoss. Frustrating for Terran means a patch is coming.

Can someone explain to me why it's still not worth it to make 1 phoenix if the meta is always going to be a mine drop + raven?

because you will have to build Stargate first, and if you do that, you will be behind your blink stalker & AOE timing. If Terran didn't do a raven but instead 3 or even 2 racks, you will lose to the marines push if you go Stargate first.
This is why Protoss rarely build Stargate first when fighting Terran. Energy overcharged oracle might changed this, because they will finally have enough energy to fight marines.

It's a massive gas expense at a part of the game where it would really hamper you more than parking 2 stalkers
