It seems like since you introduced fail safe switch number 3, number 1 switch stopped working. Because they are technically doing the same job except that switch number is only introduced for safety reason.

FS3 (n.c) should be parallel with FS2 and not in series with FS1 , so that it can energize M1 again. FS3 should be put at the top of the storage tank not on the bottom, so that when its full it will energize M1.

FS3 is normally open actually. In your case it will not work cause when water level is below FS2 then pump is on even if there is no water in storage tank, which will cause damage to the pump
