After dauntingly tried many ways but failed miserably, I found the solutions, EXTENDED DISPLAY. My File explorer was open on the second desktop that was hidden from me. I never realized I set display setting to "multiple"! To solve it, just right click your desktop + display setting + untick multiple display. Choose your computer to display only 1 monitor. Then my file explorer can open up and visible just fine!

I am about to do some proffesional editing next week for a client and my windows explorer was hanging after some minutes browsing my folders in windows 10 (restaring-hanging in a loop). New laptop so i was so mad using Premiere and had to deal with that. Delay is not an option when you post proccessing for a tv station. Thanks my friend again

It is very easy to correct the mistake. You can just press the Windows key and the P key at the same time and then select PC screen only or Computer only from the pop-out interface at the right side of the screen.

ISSUE SOLVED! Not an expert by any means but I did factory reset and cleaned up alot of preinstalled "boatware" which was probably my mistake and after could not open file explorer but watched alot of videos like this that did not work for me but what did work to open file explorer was this: Go to search bar. Open File explorer options. (This next step may not have anything to do with it but this is what i did) instead of clicking open file explorer to: "This PC" i Clicked open file explorer to "personal" and then i cleared file explorer history and then i clicked "Restore Defaults" and opened file explorer and now it works.
when i press file explore what it will do is it will load then the task bar will turn black and the icon the file explorer will reappear again and nothing happens whats that mean and i still cant get to my files i tried everything i even did system repair from the computer and it says error
