I had to look up what the heck a "waste pitch" meant. Seems like it is a pitch done by the pitcher to "not mess up" when they are ahead in the count. So if the pitcher has 2 strikes and 0 balls, they might throw a "waste pitch" so as not to hit the runner or give them an easy ball. Or at least that is what I assume it means.

I feel like it’s more of a strategic setup. Like “if he swing at it there’s no way he’ll hit it, and if he doesn’t, I’m still way in control”

Yeah it doesn't look all that outside. Could be a statcast error or maybe Rizzo just got it way more off the end of the bat than it looks.
