Okay, technically anything done to any member of that sanctuary isn't done to a dark brotherhood member. They do not hold to the Tenets, therefore they are not Dark Brotherhood. So no Cicero never broke a Tenet.

32:10 what was happening there was that the mage was using lightning spells on you, shock damage also reduces magicka along with health. It’s good for combatting other mages for this reason

It is clear that Astrid runs it in defiance of the 5 tenants ao you can't really be punished for trying to kill other brothers and sisters if those brothers and sisters are frauds.
This is what I do with the Alik'r quest usually: I go to Kematu after killing all of the bandits and say that I'll lure Saadia to him. I trick her into following me then wait for Kematu to paralyze her. Once he paralyzes her, the gold he would give you for the quest appears in his pocket (1000 gold if I'm not mistaken). I kill him, take his reward money then take the 500 gold from Saadia. Easy way to get 1500 gold off rip before I head out to the next city Edit: should've just finished the vid and I would've had my answer lmao. Still, it's a decent clip of gold you get and I always take Kematu's dual scimitar so it's worth it

So first of all, to join the Dark Brotherhood in the first place, your character must be EVIL. Not Good, not Neutral, even Chaotic Neutral. Starting in the abandoned shack, Astrid's logic is warped. If the DB was supposed to kill Grelod, you don't owe them a murder, you owe them at most a contract, at least handing over Aventus' heirloom or some money in restitution. Instead she has you murder someone who might not even have a contract on them, just to see if you are suitably easy to manipulate. Evil. The Dark Brotherhood take any contract and murder anyone. Narfi is a grief-stricken, semi-homeless beggar with low IQ/ learning disabilities/ however you want to put it. If you complete his quest and return his sister's locket to him before killing Grelod, you set him on the road to healing. Beyond that, he's harmless. Why would someone want him dead? No good reason. He's a vulnerable man who needs help, not 'putting out of his misery' as some people say to justify it. It's probably someone who wants an excuse to seize his house, fix it up, and rent it out/ sell it. Doesn't matter. It's just one example. The DB is an evil society and only evil player characters would join. Neutrals would either kill Astrid and walk away, or maybe do the Destroy the Dark Brotherhood quest just because they were p*ssed off at the Brotherhood. Good characters would almost certainly destroy them, especially Lawful Good. So, you're evil, and you're down with the Brotherhood. What to do about Cicero? Honestly, it comes down to alignment again. If you're Lawful Evil, you respect the Tenets of the evil club you joined. You could say Cicero should be banished, but you're evil. Why would you show compassion? If you're Chaotic Evil you'd probably let him go, as he's one of the most Chaotic Evil characters in Skyrim, and game recognises game, am I right? Neutral Evil PCs would probably decide based off whether or not they like Cicero, or want to loot his body. So yeah, in terms of what's correct, it doesn't matter what you choose about Cicero, and in terms of what's moral, you already made the morally wrong decision to become an evil assassin, so again, it doesn't matter. It doesn't matter which sewer tunnel you choose, you're still wading through sh*t.
My usual choices are: Let Cicero live. He can be annoying but he's a decent follower. Side with the Imperials so Balgruf stays on as Jarl of Whiterun. I pick Azura's Star since I usually have hundreds of full Grand Soul Gems by the time I do the quest and you get a decent follower if you choose Azura's star. I let Barbus live and use the exploit that lets me get both the Rueful Axe and the Masque Of Clavicus Vile. For Ill Met By Moonlight I get both the Savior's Hide and the Ring Of Hercine, but I also use the follower exploit that lets me keep the Cursed Ring too. I choose the Sapling since I don't like hurting the Eldergleam, and you can get Resto training from Danica either way. I always kill Silus because the Razor is too good. I always hand Saadia over to the Redguards because she's obviously lying.
Lucien Lachance specifically says Sithis doesnt want Cicero de*d. I dont believe he disregarded any of the tenets. But at the end of the day, if you summon the Spectral Assassín (Lucien, who was a proper and true Dark Brother, who currently serves Sithis) he specifically tells you "Our Dread Father does not want this".

I always the play the imperials quest line it's just better than the storm cloaks and if read the dossier for ulfric that you recover from the thalmor embassy, it's suggested that the thalmor psychology altered ulfric mind so that he will fight for them under the guise of protecting skyrim thus giving them one less enemy to deal wih
tbh i dont think they did any reverse psychology on him or anything like that. i think theyre just taking advantage of the fact that he hates the empire
With the first option following the teachings of the Dark Brotherhood of Cyrodiil in Oblivion, I spare Cicero. Cause it's probably one of the only members that truly remains true to the Dark Brotherhood in Skyrim. The second option I choose the Empire, for me the Stormcloaks are dumb as fuck I mean literally the Thalmor ordered Ulfric as a secret agent to destabilize Skyrim and the empire. And Ulfric was like "Oh you'll see damn elves I'm gonna surprise you all when I do EXACTLY WHAT YOU WANTED ME TO DO and fight you with weakened forces in a fight in which we already where losing when we were at full strength".
You said that Cicero's gear isnt that good, but for a min-max stealth dagger illusion build, the enchants are the best in game. Chest pieces cannot usually fortify one handed and hats cannot fortify stealth and Cicero's armor does both. Thats why i always kill him, so i can play a sneaky assassin if i so choose. Plus the backstabbing gloves that he has are beyond broken
I would like to point out that you can get both savier's hide AND ring of hircine. Say you will spare the werewolf, kill the hunters, THEN kill the werewolf, you get the hide from killing him and when you leave you get the ring. I generally dont go with savior's hide because it nearly shows your char's ass, not a good item on a guy
Cicero didnt break a single tenant. He was a Dark brotherhood superiror who saw the other members of the DB breaking the first tenant. The punishment is death
I don't like my character doing bad things, so when i play i don't do the companions, dawnstar, daedric, dark brotherhood, or thieves guild quests at all because ultimately you have to do something wrong to complete them. I also refuse to play the vanilla main quest because i wont kill Parthanax, i get the mod so you don't have to. I'm really uncomfortable with the civil war quest line as well since The Imperials are helping the Thalmor commit genocide on the nords and so the Imperials are Bad, but the leaders of the Stormcloaks is also Bad, you can just tell that he's bad.

My character was vampire and used that pulled with political advantages over throwing the empire as a reason to join. A little bit like Majin Vegeta.

Iirc doesn't the Lucien Lachance summon literally say that Sithis doesnt want Cicero killed so no i dont think killing him is the right choice
