This flim was released between Part 3 and Part 4. From what I heard is that TMS wanted to capture the feel of Castle of Caligstro as that was starting to get popular. Which might be the reason why Fuma Conspiracy wasn't able to retain the Voice Actors, and composer.
@fireflygaming8764 Yes, this movie was indeed trying to capture CofCas vibes, and has quite a large budget for animation. I think it was a cost saving measure to change cast and even worse, did not make use of Yuji Ohno as a composer. Movie is fine, but it would have been infinitely better if both would have been included.
