its a stage 1, thats a lot harder to get down and a lot more awkward in matchups where you dont need him. manaphy is good because the good radiant greninja decks rn (lost box and cpao) can consistently threaten a turn 2 moonlight shuriken so you need a manaphy down turn 1, something rabsca just cant do.
