I disagree with the statement about Rostropovich: He did use the Staccato bowing (and quite well,too!!) in the 2nd Variation of Tchaikovsky's "Rococo Variations". I saw the video and heard the recording.

Look at this video and see how much you talk without addressing the problem. We need clear instructions and closeups. The camera is perhaps 10 feet away, which makes it almost impossible to actually see what you are doing. You speak of “range of motion” but when you were actually doing the stroke, your hand was neither in up nor down bow position but in a different position with only two fingers on the bow and they actually looked quite firm. You do it very well, but the visual seems to be different from what you are describing.
I am afraid I agree with you here, but the instructor here has his own website where he is linking these videos too. Maybe comment there, so he can see/read it.
Does the quality of the instrument influence the up and down bow staccato more than the bow?
Both elements contribute to that.
