Fun fact: Cartoon All-Stars is the first time I saw ALF (in his cartoon form), Garfield, Slimer, the Smurfs, Alvin, Simon, Theodore, & Muppet Babies Kermit, Piggy and Gonzo. I already knew about Pooh, Tigger, Hewy, Dewy and Louie, Bugs Bunny and Daffy Duck. And thanks to visits to my great grandma, I knew about the Teenage Mutant Ninja Turtles.
I like how you described this special as kind of a prelude to the more recent crossover events. Granted, "Who Framed Roger Rabbit" beat it by a couple of years with bringing in many of the Golden Age cartoons. But then again this special mostly featured TV cartoon characters of the time, so it's still fascinating in that aspect.
If they make a Cartoon All Stars to the Rescue reboot, here's some characters I would like to see in: Mickey Mouse Donald Duck Fred Flintstone Scooby Doo Yogi Bear & Boo Boo SpongeBob SquarePants The Powerpuff Girls Phineas and Ferb Aang Cosmo & Wanda Kim Possible Finn and Jake Dipper and Mabel Lincoln Loud Cricket Green

Ah yes, this famous crossover short about drugs with: Mickeal having roller-coasters in his brain, being sucked into the sewers by a ninja turtle, smoking in the arcade, learned to say No with a catchy song etc. There's so much weird things happening, i'm sure the producers took drugs while they make this special X) A sobber person won't put that many strange scenes in a movie. Also, the randomness of thoses moments is stronger than the message; i can't focus on the moral because of all the weird stuff in this short. I didn't know Max Goof met: Baby Kermit and Piggy, Huwy and his brothers, Pooh and Tiger, Slimer, Alf, Garfield, the Smurfs, Alvin and his friends. That's interresting :D

The 90s is the best decade of all time! This one is an acid trip but not the weirdest like The Twisted Tales of Felix the Cat, House (1977), 1+1=ed and other weird stuff. Overall, this review is amazing!

Wait, a review of this special that isn't just bashing on it the whole time? I never thought I'd see the like until I finally had an opening to review it myself. I think the product placement thing was just an early way to introduce some of the toons and wasn't really meant to be the only way they came into the story. A lot of what happens to Michael can only happen in a cartoon world but the "regular world" he and his sister inhabit (they even have all five fingers) is being altered (for lack of a more accurate description) by toon logic. Also of historic note, as I was around when this aired on TV, was that the three networks of the time and some of the cable channels also aired the special at the exact same time, meaning there was no fighting for kids' attention when the special aired. You just watched it on the network you watched the last show. The fact that they got so many studios and rights holders (many of these were licensed properties by the animation studios, like the Winnie The Pooh and Muppet Babies characters) to come together on this was amazing. Smoke is supposed to be an analog for all the ways people get talked into getting into drugs, including Michael's sister wanted to be friends with her big brother again like they used to be. It's the rare example of actually getting the analogies pretty accurate and even acknowledging at the end that Smoke, aka the addiction and pressure, is beaten so easily. I wish more reviewers found nice things to say about it because for a kids anti-drug PSA it's one of the better ones. I've seen far worse.

I watched this on RUclips in 2006. I was looking for Bugs Bunny shorts, and this came up (It was in multiple parts because of RUclips's time limits at the time.) Even though I was nearly a sophomore in high school, I watched the whole thing, probably because I couldn't believe such a thing existed.)
This PSA was made in 1990 and Sonic didn't make his debut until 1991, but of this PSA came out a few years later, it would have been neat to see Sonic, Sally, Tails, & Bunnie in the special.

I won't coat it with honey when I say this but I actually liked the idea behind cartoon all stars to the rescue (but they still failed at their message) because I like crossovers like who framed rodger rabbit and this is a better crossover because it has characters that are not all owned by disney and I have some new ideas on how to teach life lessons to children about safety and personal well-being like how to stay safe at night Alcohol abuse Smoking That kind of stuff some lessons will be for teenagers like sexual crimes and how to avoid peer pressure but nor the less cartoon all stars gave me these new ideas for film class
If anybody should know what weed is in this special, it's Michelangelo. Although if I'm honest it's more because the Turtles spend all their time beating up street gangs.
