Yeah, but how do you get the charge back in the capacitor?
When you install it back in the AC or replace with a new one it will be charged again, similar to a battery/alternator
I use my tongue between the terminals like a 9 volt battery

They discharge when you pull the disconnect.
I always discharge them at removal and always check for voltage after I disconnect to make sure the dang disconnect is working properly

@chiquisbaby81 if it has a rubber grip your ok, if not a shirt or clean rag rolled would work, it's discharging a stored electrical charge so treat it like anything with electrical
