Yes you need to finish saga now and then summon the ritual in the shores after that it will switch you to Alan and he will be standing right outside parliament tower and you will have to go enter parliament tower with ease.

I completed multiple sagas mission before make up with a plan with the officers than I switch to alans cherecter because the game suggest to play aslo the alan's cherecter. It says by a phone booth that before i get in to the parliament house i have one work to be done "go to the basement put the photos of alease to the shorebox". So i go to to basement where all tv screens are blinking i can't switch the light. There is no option to switch my light to tv screen. So what is the problem with this..!!! Is it buggy situation 😒.. Now So i saw your gameplay it shows u put the photos to the statue, so am i already collected the photos now i need to put it to the statue? Unfucking believable... The solution to exiting the theater was to remove the transformation with absolutely zero fucking indication or help... Love this game but that is a fucking L. Worse part so far hopefully it doesn't get worse.

@@xgalaxywolfx5963 I have missed the shotgun with alan i've done him only with revolver. And i missed hunting rifle with fbi agent. When i've finished the game i was so glad its over that i never went back to find all the collectables, so im still oblivious to wherebouts of those guns.
I can’t progress to get Alice’s photos because no charges but when I go back 35 feet it’s letting me use the same charge it’s saying I don’t have to alter an area I love this game but I have never in my life had to come to RUclips to navigate a game so much in my life I will not do a second run of this shit lol
You dont have to go down the basement buddy, you probably collected photos before just put them beside statute and you will be switched to saga, after that you need to finish saga and it will switch you back to alan and the doors will be unlocked

you've got to be fking kidding me. i was in here for 30 minutes trying to figure out the light puzzle in the basement and i completely failed to see the stairwell going DOWN right next tot he damn room where you light switch... unreal. i kept going up the stairs to figure out why i couldn't get through the push bar door. if you are in the treater room (Facing Straight to the Screen ) ( and then exit is on your right downstairs (East )(scene selected might alter if you see or dont see the stairs in the hallway) this will help you reach the lobby after that you need to change the scene again in the lobby like I did at 2:18 and you will see the exit.
One of the guys has mentioned this in the past you might have collected the photos before in the game just put it beside the statue, no need to go down in the basement

lotta misguides here you have to use all available tools you have, such as the light switch, the board shifts...dang peeps don't be so lazy and play it as it goes ...lol the light is always in your mind

Did you collect the photos from the basement? or might have collected photos before in the game if that is the case put the photos directly beside the statue.
If you watched the video through to the end you will see, You have put Alice photos from the basement beside the statue and this will switch you to Saga and if you finished all saga mission you will have to summon the ritual at cauldron lake and this will again switch you to Allan and you will be switched right in front of the tower and you can get in without any problem.

This game was so missguiding, I kept runing around like headless chicken, never even found the shotgun, same story with saga.

I played till the end with Saga only and then I played 6 hours with Alan, this game is awesome.
I Loved it too, can get bit tuff to reach places sometimes but overall i loved it more than Spiderman TBh
