Some apps on the iPhone can't be deleted, such as Settings, Safari, App Store, etc. If you aren't trying to delete one of those apps, then you probably aren't seeing the "Delete App" option because of Screen Time. Try going to Settings > Screen Time > Content & Privacy Restrictions > iTunes & App Store Purchases > Deleting Apps > and then choosing the "Allow" option. If that still doesn't work, then go to Settings > General > VPN & Device Management > and make sure there isn't anything listed there, like a work or school account. If your phone is managed by another organization, then they likely have an option listed on that screen, and may have some restrictions on the device to prevent you from making certain changes to it. You might also want to try restarting the iPhone. You can do this by pressing and holding the Volume Up button and the Power button, then dragging the slider on the screen to the right. Once the phone has completely turned off, you can press and hold the Power button until you see a white Apple logo. You may also want to make sure that you are using the most recent version of iOS. You can check this by going to Settings > General > Software Update > and then downloading and installing anything there.
